Chief Executive Officer

Responsible for delivering the best quality of behavioral health care services. As Leadership, creates and maintains a positive and productive culture setting and following standards for operational excellence.
Clinical Director
Dr. Sharon Thomas-Parker, LCPC, LMHC, NCC, CCMHC, CCTP, ICGC-I, MAC, SAP
A competent licensed therapist with management experience, to supervise all licensed and unlicensed clinical staff (administratively) in the clinical areas of SUD and PRP. He/she supervises and ensures the comprehensive coordination and delivery of clinical services. The Clinical Director is charged with maintenance of the integrity of the program’s core values and ensuring that Chemical Dependency, Intensive Outpatient, Outpatient services and PRP are consistent with the programs’ mission; maintained with integrity and adheres to all regulatory policies. Utilizing the skills necessary to provide on-site supervision, the Clinical Director is responsible for assuring quality care to patients and their families.
Medical Director
Florence Akwuole, PMHNP
Maintains open communication lines with facility staff, attending clinicians and physicians, patients, and families. Liaisons with community agencies. Maintains collaboration with external therapists for medication only clients.
Clinical Supervisor
Rosetta McAllister, LGADC
All clinical tasks are delegated, monitored, and evaluated by a clinical supervisor approved by the Maryland Board of Professional Counselors and Therapists
Program Director

A competent manager who supervises all licensed and unlicensed clinical personnel (administratively) in the clinical and medical departments (OMHC, SUD and PRP).He/she supervises and ensures the comprehensive coordination and delivery of clinical and medical services. The Clinical Administrator is charged with maintenance of the integrity of the program’s core values and ensuring that Chemical Dependency, Intensive Outpatient, Outpatient services, Psychiatric Rehabilitation and Medical services are consistent with the programs’ Mission.Utilizing the skills necessary to provide on-site supervision, the Clinical Program Director is responsible for assuring quality care to patients and their families. The programs shall have personnel that is sufficient in numbers and qualifications to provide clinically appropriate services to the individuals served.
Psychiatric Rehabilitation Specialist.
Open Role
Psychiatric Rehabilitation Specialist delivers care to adult outpatients from the ages 18 to 65 years who due to the severity of their mental illness are experiencing significant deficits in their independent living skills. The Psychiatric Rehabilitation Specialist will utilize patient management skills necessary to provide quality patient care and oversees the daily program of rehabilitation services.
Office Secretary
Open Role
Critical for the smooth running of the company’s office and its operations. The position provides secretarial support to the management and staff of the Star Behavioral Health & Recovery Center as well as intake screening of clients.
Authorization/Intake Specialist
Tiffany Ford
Responsible for authorizations and billing. Has the additional responsibility as intake specialist.
